Dont Give Me a loan Cheque

Sir/ madam

I am Deepak Chauhan & My Case in Fullerton India Credit Company Limited (Plot No -B-1A/16, Ground & First Floor Sec - 51, Noida U.P 201301). Mr Aswani is not given my Loan cheque, he wants me 3000/- Rs. for Given My Loan Cheque. The Loan amount is RS 23000/- Approx. My Document takes Mr. Alok Tyagi & Verification by Mr. Sayyed. My verification is Ok. This case is started from 3 months to till date. He running me everyday for cheque. But Today He Return My PDC Cheque Because i don't give him 3000/- Rs as a (Riswat). please help me.
