Need advice on calculating Penalty for defauters

Hi.

Please advice on the calculation method of calculating the penalty of the society maintainence bill defaulters at 21% p.a, how should I calculate the 21% and apply penalty on monthly basis i.e

The maintainence bill is Rs 200/- inclusive of service charge, water, sinking and common electricity.

if a member has not paid for the month of Jan - Rs 200, What should be the amount payable by the member in Feb? after calculating the penalty and adding the Feb's bill i.e Rs 442/- or Rs 404/-
