Keralarailway allowing to sit in reservation compartments general tkt passengers

Hi Sir,

I would like to know the information for the following statement.

"Kerala railway is allowing to sit general ticket passengers in reservation compartments (Morning 8:00 AM to 6:00 PM). " On what basis kerala railway is allowing and why can t we. I would like to know why south central railway is not following this rule.

Please could you tell us the rules on this matter (Kerala railway and southcentral railway).
