Renewal of passport delayed for over 2 yrs

I had applied for renewal of passport in 2005 and I havnt got my passport yet. I have visited passport office several times but in vain. I have missed out on lot opp given by my org to travel abroad. And now I want to go for honeymoon to europe but dont think i can go.

CAN SOMEONE PLS HELP ME OUT.
