Gas booking done but not received ontime

I had booked for a Gas cylinder on 26th OCT received a booking number 28, the agency agent had told that the gas cylinder would be deliverd within 2-3 days.

We did not receive the gas cylinder even after 5 days and on complaint too we received the gas cylinder on the 10th day.

It has come to our notice that the these gas cylinders are sold in black for Rs. 500/- by the delivery boys.
