Non Delivery of HP Gas Cylender after booking for almost month

I booked HP gas cylinder for home delivery on14.02.08 (Booking Ref no.29566) but till today 08.03.08 not delivered. Daily mornig I go to my gas agency office and every day they say they will send it today and delay is because of shortage of cylinder but If I ready to take self delivery they are ready to give. If they are shortage of cylinder how come they give self delivery? We are facing much problem due to this type of service and it is regular happening with HP.
