Hewlett Packard mobile draw lottery

I got an SMS on my Idea mobile phone saying I had won 400, 000 GBP in the Hewlett Packard mobile draw. I sent them my details by email. Now they are demanding 39, 999 INR to be first paid as service and delivery charges to their diplomat sent to India. They also gave an address in Wrights Lane, Kensington, London and two phone numbers of Mr Martins Evans starting with 44-703 and the diplomat Mr Harry Marshal's Phone number 919953652106. They claim he arrived in India by Emirates on July 6th. Is all this a scam? If it is fake, will it affect me if they somehow use my personal details?
