Not giving new gas connecton

I had registered for new gas connection in yderabad city. Though the allotment has been made the dealer is not providing me with the connection. In the newspaper it was announced that new connections will be available even without stove. But when i enquired they are dodging saying that an inspection has to be made. On the pretext of inspection they are demanding more money. Please look into the matter and do the needful.
