Can't send scraps

Respected sir,

I'm Akhil Sivan from Kerala, India. When i'm trying to send scraps an error occur showing 'Posting to this user has been temporarily disabled.'. What is this..? please resolve it.. or give me the way to resolve it. My mail id is [email protected]..
