Why full payment is required before 45 days of delivery of vehicle

I have booked Honda Dio at Pashankar, J.M.Road, Pune (Receipt No: B4679) on 5th august. Now they are saying that the vehicle will be delivered after one and half month after the full payment. It is supposed that after booking, on the day of delivery of vehicle only, full payment should be done. But I m told that when full payment will be done, one and half month after that I will get my vehicle. Why this is so?
