Asking for additional NOC charges, which is already paid to Builide

I have taken a 3 year old Flat in a Society at pune. Bulider has not done Conveyance deed with the society but given the rights to issue the NOC.

While taking the flat we requested Society for the NOC but they denied with the reason that they dont have conveyance deed & cant issue a NOC, even after several request they denied to do so & asked to go to Builder. Bulider is issued us NOC after society given NO DUES with Maintenance.

Now, Society is again asking for Memebership charges which is equivalent to NOC (20000). & ready to grant us membership unless we pay the charges.

Please do suggest the directives & procedure i need to follow further.
