Delay in delivery of gas cylinde

Is there any rules of company that one domestic consumer will book in a interval of 21 days after booking the 1st one. while I am booking my distributer "Kalyani Gas", Govindpur, Dist. Dhenkanal, State Orissa says that you will get the gas with an interval of 21 days.

Hence I may kindly be allowed to recieve the rules in E.MAIL immediately.
