Non delivery of refill after 15 days and np phone pick up

Refill was booked on 29th sep and i was told that max delievery time is 15 days but it has not been delivered till 14 oct. it been 15 days now. I dont have gas at home and ordering food from a hotel.

Agency has been non responsive and not picking up despite several phone calls. Please address.
