Harresment for new Connection

I am trying to get a new connection from HP Gas Agency (Code-309390). But agency said new connection stopped (Priod-28.05.08 to 2nd week of june), few days from HP gas Company. It is correct or not. First they foursed to get extra money and buy a new stove from them for quick connection. If new connection is stopped, from where to give a new connection. Pls.investigation this matter.
