Non allotment of new connection

I work in Larsen and Tubro Ltd my office is in Dwarka New Delhi i have recently shifted my residence to dwarka New Delhi I went to the H.P. Gas Distributor of the area M/s Chauhan Gas Service D-493, Palam EXT sector -7 Dwarka on 31/07 for a new gas connection. but he refused me new gas connection stating that they are not giving any new connections. how is a person supposed to cook food and live if he doesnt get the most basic amenity like Gas.
