Want back up cd s for os and drivers

I have bought hp pavilion notebook in 2007 . my harddisk has got crashed . know i am not having the recovery disk for os and drivers . when i am trying to download some of the applications are not working .when i have cont the custumercare they are telling that wewant to purchase from hp service centre which costs nearly 1000 inr. is this is the way they provide service. why cant they give by cds in the beagning it self . plz do me neadfull.
