False Debit

Subject- Complaint againse false debit,

I made a purchase of Rs 1003/- at Max Store, Great India Place, Noida. twice my card was swiped by the person at the counter post which he said that there is some problem with the machine, hence I made a cash payment. In about 5 minutes I got 2 sms from ICICI bank sayinf twice Rs 1003 has been debitted from my account, in total Rs - had been debited from my account and when I brought it to the notice of max store they mentioned it is not reflecting in their account and that this is bank's fault, and they cant reimburse the money. Post which I registered a complaint with ICICI bank, complaint Number-11703972, to which I was told it will take 35 days to resolve this.

Per me 35 days is a long time to resolve a complaint when the fault is either of the bank or the store. There should be a penalty on whichever party is guilty. If we submit a cheque in the bank and it bounces, we do pay a penalty similarly in this case the bank should number one not take so long to resolve this since I am in need of my money and second should pay a penalty. Hope you understand my problem and resolve this.
