Non closing of bank account

My ICICI saving bank account No is 018701507181. Application for closing of account is not accepted by bank branch and is showing negatve balance on account of deduction of charges for non maintence of average quarly balance.

I want to know on basis of which rule the saving bank account has been debitted and is now showing a negative balance.

I donot want to maintain this account and the account should be closed.
