ICICI Bank fraud and harassment to me for Credit Card No. 377xxxxxxxxxxx029, which was never delivered to me

ICICI has issued a credit card against my existing primary card to some unknown person at distinct address without any request from my side for issuing a card. I had no knowledge of this, and now suddenly without even notifying me, ICICI has frozen my salary account and taken out 1L Rs out of it without my permission. I have trying really hard to get reply from these guys, but all i have got so far is that "wait for 45 working days to let investigation complete". Now I don't know how I am supposed to spend 45 days without any money.

Following is the mail that I have sent to RBI and ICICI:

ICICI bank has frozen my bank account against payment for a credit card which I do not possess & was never delivered to me. A credit card was issued to some unknown person without my knowledge and without any request from my side. I had no clue about this credit card and who was using it. I got to know about this only after 6 months, when ICICI bank directly froze my ICICI saving account. Now without my permission they have taken out Rs. 106530 from my saving account, leaving a balance of 0.77 paisa. This is my salary account and the source for my living, and right now I am penny less.

This is a fraud from ICICI bank where they first issued credit card to some unknown person without the knowledge of the account holder and then they slap the amount to the genuine customer’s saving account.

1) I am holding one credit card from ICICI, numbered: xxxxxxxxxx-59003 (Type=Amex). Phone banking officer told me that this card was disabled and a new card was issued against this one. Firstly I have never used the existing card (xxxxxxxxxx59003) for years, which I still possess; secondly I never raised a request for a new card or add on. Lastly there was no communication done with me by ICICI bank even if they issued one. I have even checked the mailbox of my ICICI account, and there are no messages regarding the same.

2) Further the customer care told me that this card was delivered at following address in Aurangabad. I have no links to this address:

3) As per my communication with customer care, PAN card was used as identification proof while accepting the delivery of credit card. However the PAN number which ICICI told me is not the same as of mine (I have attached copy of Form16 as my PAN proof). So, the card has been issued to someone else & my account has been frozen without any fault of mine.

4) As per my communication with customer care, the card was delivered on 16th Dec and transactions were made within next 3 days for around Rs. 1.48 lacs. These transactions were made in Mumbai where I have never been to in my whole life.

5) ICICI bank has now frozen two of my accounts (xxxxxxxxx435 & xxxxxxxxx017) without informing me and also have taken out Rs. 106530 from account xxxxxxxxx435 without my permission.

Now, I request your good self to take up the matter suitably with them and direct the Bank:

a) To reverse the amount to my account which has been withdrawn from my savings account on account of credit card which has never been issued to / used by me.

b) To unfreeze my salary account which has resulted in a lot of pain & harassment to me without any fault of mine.

c) To block / cancel the card in question.

d) To probe / check to whom the said card has been issued. It might be a case of mistaken identity / clerical error /negligence on the part of bank’s official which has resulted into such unpleasant situation.

e) To penalize the bank for such harassment to the law abiding citizens for no fault of theirs.

I am also enclosing copy of FIR, which I can do the maximum at my end, for the necessary action.
