Reversal of amount

I did a transaction of 1391 rs (July end) on IRCTC which was unsuccessfull, so i got the amount credited back to my account in 4 days, however it was again deducted by bank saying they have not received the amount.

I called them several times then they raised complaint and said it will take 35 days to get back the amount. I've received teh confrimation email from IRCTC which give payment reference number and all and amount being credited back on 4-Aug. I waited for 35 days and date when i was supposed to get credit which i got a written confirmation from bank was 12-Sep however credit was not done. when i called up and enquired it took half hour and they said it will take more 35 days, as a customer i didn't had any other option than just wait. and i got the written confirmation that amount will be credited on 19-Oct, and again on 21-Oct but again as usual it was not done.

Again i had to call and ask the status so after speaking to manager he said he will give me call back on saturday (24-Oct) and credit back the amount which was not done as usual. again i called up on sunday i.e. 25-Oct and got the amount credited on monday i.e 26-Oct.

I didn't received any reply from their nodal office nor the headofservice and they didn't kept me in loop of anything.

Kindly suggest is there anything which can be done against bank as they have holded my amount for more than 80 days inspite of i receiving the irctc confirmation in 4 days.
