Not paying income tax

My wife being a doctor doing general practice in tirupur- coimbatore - tamilnadu since 2003. at present her monthly income comes around 3 lakhs most of the thr illegal ways. i reqested her to pay income tax but she is not listening me. she dosnt even have PAN card. hence i want to know ho o proceed.
