Short filling of gas

It has been observed that gas cylinder supplied by Ela Gas Agency Noida contains less gas. Recently our gas got over and when we weighed the cylinder it weighed 17 kg whereas the net wt of empty gas cylinder should be 14.2 (as written on the cylinder).
