Gas cylinder by telephone

There is a problem with gas booking by telephone. Whenever i call i find the phone busy! I stay in New-Palm Avenue Ballyguange, Kolkata and my booking center is Gora Chand Indane Phone No. 22872111.

'Indane' Gas Cylinder Booking lines are permanently busy or are they on purpose made busy!? Please anyone let me know how to complaint in officially
