Leakage

I was delivered a cylinder today (30.6.2009). This cylinder is leaking and could cause serious problems. I am not getting any response from the Emergency Leakage Complaints telephone numbers: 24102782 &v 2410 8394. This is a very sorry state of affairs. The cylinder is also short weighted by 4 kgs. This has been regularly happenning. What is the solution??
