Not recieved form 16 after several follow up

I left IMIL 8 months before, since then i did not receied from 16. I had all the mails that i mailed them from past 6 months. Just few days defore they are saying that i will recieve form 16 by 20th july, however they have no money to settel the full and final amount. If they have no money to settel full and final amount then how can they issue form 16, it means that even if they issue form 16, then there must something wrong in it.
