Not giving new connection without gas stove

I came in mahendergarh dis trict NARNAUL in 2007 when i joined govt job her.i went office of indian oil for new gas connection but he refused to give me because he said you will have to buy gas stove also.but i heard somewhere that gas stove is not necessary.this harrasment.
