Loss of speed post article

I applied for my passport with regional passport office, Madurai and the same was despatched under speed post no. ET791092480IN on 17.03.09 to Chinnalapat. It was received by the Chinnalapatti post offfice on 18.03.09. But, since my address (34 A.T.S Nagar Chinnalapatti) comes under the jurisdiction of Gandhigram post, I was told that the said SPA was sent back to Dindigul RMS on 19.03.09. But, it seems that the Dindigul RMS did not receive it and has duely intimated the Chinnalapatti PO. But, when I enquired the Chinnalapatti Post office on 25.03.09, I was told that they had not received any cover addressed to me.(They have misguided me that the SPA was not received). Later on only I came to know about this and mad a complaint with the Complaint cell, Dindigul Post office. They in turn have simply given me a letter saying the said SPA is missing and they are trying to trace it out. Now, I am not sure when I will get it. In this circumstances, I would like to know whether I can apply for the issue of duplicate passport and if so can I make the postal department pay it?
