Non delivery of Registered Post even after 10 days

I have sent my Bike Registration Card through Registered post to my friend in Pune for NOC on 12 Sep 2009.I wanted secure transmission thats why I sent the RC through registered post but it seems like

it is the most insecure one. My registered post is not delievered even aftyer 10 days by the addresse.
