TDR money refused

Dear Sir,

I got an online reservation ticket .but train arrived 3hour 45 minutes late than its scheduled time.

so i had to catch other train to reach destination in time. If train arrives late more than three hours it comes under TDR.So i applied for TDR next day.but After more three months i got mail from railways that TDR is not admissible. I have fulfilled all conditions necessary for TDR but railway neither paying me TDR nor telling reason of doing so Therefore I requist to you please help me in this matter.for your reference i am giving ticket detail, TDR detail below
