TDR Refund

Hi,

I have filed a TDR on 27-Feb for PNR No. 2619786786 but after passing 6 months, I didn't get received the refund. One thing I didn't understand is that when wait-listed passengers are not allowed to board the train, then why should we file TDR for them?
