No refund of cancelled ticket

I have booked tickets from newdelhi to mumbai central train no.2952 of 21.08.07, and cacelled my ticket from bareily TDR no. 460364, PNR 250-4094367, amount 2025/-not recieved the refund yet inspite of so many visits to station clerks, everytime execuses vary and I HAVE BEEN ASKED TO TAKE THE FOLLOWUP FROM CHIEF COMMERCIAL MANAGER (REFUNDS) at ND.should i visit delhi for the refund??

second canceeled tocket is frombarabanki to bareilly train no. 3151, TDR 460365, not recieved the refund yet, date of journey was27.08.07, and cancelled on 31.08.07, after6 months no response ..why???

should the passengers be held responsible for the poor system for refunds..
