Non refund of railway ticket

Ipurchased tickets for howrah to rameswarsaram in 2nd class ac and back from s.e.railway, jjojurney scheduled on 28/10/1996 vide pnr no210001, key no00642810001, ticket no83748427, train no6713

dtd 28/10/1996 andpnr no610001 by train no-6714 dtd 31/10/1996 ex rmm-hwhand pnr no510103 ticket no-83748426 through my credit card for my brothersand his family.due to cyclonic storm at madras coast the train was cancelled accordingly i went to fairly place for refund my money but they refer the matter you please deposit to chief commercialsupt [refund] s.e railway 1 india exchange place calcutta-700001and surrendering all tickets and they issued deposit receipt077772, 077773, dated 27/10/1996 after that a series of communiaciationtaken by my brothers lastly till date they are not yet settled my brothers clasim for said refund.
