Non-delivery to addressee

I sent an important document by speed post (No. EE855421251IN) on 19.07.2008 from Naharlagun Post Office (Arunachal Pradesh) to Shri Sunil Kumar Muduli in Pune.

But, it has neither been delivered nor can be tacked (shows no data available). Further, I can not complain to Speedpost Manager since there is no such person in whole of Arunachal Pradesh.
