Fraud in connection

I had give a call to sify for new internet connection on 15 april. some one named rahul followed me and came to me on dated: 18 april for connection formalities. he had all the official documents and proof that he is sify employee. he took Rs.1399/- from me but he was fraud. so i called to sify for help several times. one of them Mr Azharuddin asked me to send Custmour Application Form by internet. I send that form and he told me that your amount will be return. now it is more than three month and there is no actions. so kindly help me for the same. I have lost my smal scale business.
