No booking of tatkal tickets

this is regarding booking of tatkal tickets. It is being noticed that tatkal tickets for busy routes such as mumbai, delhi are not booked frequently on this web site.this facility is blocked between 8am -9am till all takal tickets are filled and after 9am only wait list tatkal tickets are made avaliable.this way cheating is done with the valuable customers which is not justified.it appears that this is intentionally being done to favour black marketting or travel agencies.
