Faulty server - booking agents racket

When I try to book indian railway ticket online. The ticket booking is allowed only after 8 A.M. And when I try to book it, for next half hour or so, it does not allow me to book ticket saying "services unavailable". And when after half hour when it allows me to go ahead with booking / shows page, all the tickets in tatkal quota are alloted and sold. Its easy on behalf of railways to say that all the people try to book at the same time, therefore the server is flooded and hence some clients face problem for booking. But on other side I suspect there is a racket going on, between railways booking / IT staff and ticket booking agents. They might be blocking common people from booking tickets purposefully for some time, so that ticket agents get and advantage in booking the same.

OR alternatively it can also be concluded that the servers are not effectively managed and is not capable to handle lakhs of user enquiries/booking requests at the same time. Hence there is a need to upgrade server capacity and/or to upgarde overall infrastructure/technology.
