No refunds due to failure

I GOT THIS MAIL FROM IRCTC.BUT NO REFUNDS SO FAR WHAT SHOUL I DO AND WHOM SHOULD I MAKE A COMPLAIN.OTHER WISE I WILL GO CONSUMER FORM.THIS IS LAST OPTION .

which has failed and later found that the payment has been debited to your

account has been credited to your account on 07-Mar.

We suggest you to please retry the transaction, if not booked already.

The booked tickets history can be checked to view the list of all tickets

booked by you.
