Not getting the rrfund for failed transaction

Hi All,

I booked train tickets on 9April but it got failed but i didn't get refund till now. How can i get back my money? I made payment through Visa card via CITI bank gateway. The ticket is not booked but amount is debited from the card. What i need to get back my money? Please suggest me to resolve this issue.
