Non refund against cancelled e-ticket

In reference to above, i had booked my family ticket for our travel from Berhampur to Bangalore, to my surprise when we reached station to board the train, we were informed that train has been re-routed since last couple of months and donot pass through the station.

I had no option but to return and make alternate train arrangements, subsequently i had filled TDR since 16th of Oct and till today i.e 8th of Feb 09 i haven't received my money. When i contact the customer service desk of IRCTC i was told it will take 90 days, but my friend at Railway its already 100 days and morever i was asked to be " Patience". Please note amount of approx 4000 is pending with railways since last 100 days. Can someone in the raliways explain the following;

1) Why the tickets were issued 3 days before, even after knowing the fact the train has been re-routed since last 2 months?

2) Will railways pay the interest of holding our money for 100 days?

3) Can they teach the customer service desk to be more polite?
