Agent is not ready to refund the money

Hello Sir/Mam,
I have booked an E-Ticket of IRTC through an agent which was in waiting list and not get confirmed till the date of journey and it got cancelled automatically by Railway Authority and the money is refunded to the agent's account, but now agent is not ready to refund my money.
