Jyotiba Sahakari Bank
Return of money from savings account

I am having an a/c in jyotiba sahakari bank, and for the past two years the bank is taking all consumers for a ride in making transactions. They are not paying money to the consumers and every time they give some date for clearing the funds, saying the clearing is not yet started, once the clearing starts the bank will run smoothly. This has been going on for the past two years, Can somebody guide as to how to go about so that the consumers might get their hard earned money back
