Not Receiving of Gas cylinde

I booked our no. AFG-1597 dt. 2.03.09 for refilling of cylinder but till date i havn't recd the cylinder. i.e. our cylinder book dt. is 2.03.09 but he will give me cylinder (i not know...) and count 20 days from delivery of cylinder for next booking this is not proper way.
