Not cancelling the booking

Hi,

I booked a plot by giving 10% as token money in Nov from Karvy Realities company in Hyderabad. They were telling that they will get HUDA approval in a month or two. But, after 3 months (Feb) they asked for 15% more money, which i gave. Now its being a year, they are not in a position to register the plot as there is some problem going on between them and Govt. Now, i asked them to cancell my booking and refund my money by deducting 10% as per their guidlines.

Now, they are not cancelling my plot and asking me to register some other plot and not refunding my money.

Please let me know what to do in this case.
