My outgoing calls not working

I got your mmessage from that my chequ returned by bank which is Rs. 1730/-. then i call on 121 and talk with your person.ref.no was 735992643. they tell me that your person will come to me and he will give me my chequ and cloct payment. Still i am wating for your person and form06.08.08 my outgoing call are not working. if my outgoing call will start from your side then i will make payment to your person.
