Landlord Not giving back the Security

Hi

I have a complaint against my landlord, I have paid him a security of 9, 000 which he is not ready to pay back he is just paying 2000rs back. He is deducting the amount in electricity bill which is not yet out, water bill which we have already paid and repairing of the motor which we repaired before we left the house and paid rs 1200 for its repairing. Please help
