Still not received passport

Dear sir,

I have applied for renewal my passport on 16th Sep. 2009. File no. v008047. I bought Kingfisher airlines ticket no. IT/ETKT 090 4798572421 (NOT REFUNDABLE) on 16th Sep. I am importer of gas water heater from china. my goods are ready to despetch, police enquiry is finished on 10th Oct. Still I have not get any respons from your office. I have to get China visa too. Please do something to save my ticket cost, it is not refundable. Last date of my ticket is 30th Oct. also I have booked railway reservation too. now I don`t understand what to do.
