'not done' message

I've been using this phone for over a year. Today, when I turned it on i get a 'not done' screen before the phone trys to find reception. Now showin a red flag in reception area but full reception. I can't use it obviously. Anyone know what the problem might be. Handset? tried a new battery, not that.
