Efund of fee

Dear Sir

I have taken admission in 3 year llb in lloyd law college on 20.12.08 i withdrew admission on 12.01.09 and submitted the application to college.since then i have calling to the college but no action i taken.on above that principal says if you want your fee back get a new admission then only i will refund else fee is not refundable.

kindly guide me
