Power frectuasion problem

Dear Sir,

I Nagesh Rane, staying in housing society.

Suffering from the power frectuasion problem, I discuses with society chairmen & working committee members regarding this, but they are not showing interest to solve the issue. So what can I do pls advise?

Can I give them in writing and stop the maintains of my flat up till they solve my issue.

Can I deduct amount of accident, which has happen due to power problem.

Pls advise with the laws and act.
