Not issue of Education loan

Sir/ Madam,

I want education loan of 4lacs for my studies in IMD New Delhi, my sister has already taken a loan of Rs4lacs before 1yr (appx). Now the branch manager says that he cant issue another loan. I am ready to give the guarantee of my brother, who is well employed in Dusters company and gets a salary of appx 40, 000. But the branch manager is only interested in my father's property.

Please guide me in this regard as soon as possible because my last date of taking admission is going to arrive.
